These are repaints of Virtual Railroad's RS11. You can purchase the base package at Trains-and-Drivers.net
Install the RWP file with the Railworks Package Manager.
Then you must copy all of the geopcdx from Assets\VirtualRailroads\vR_Alco_RS11\DieselLoks\RS11 to Assets\VirtualRailroads\vR_Alco_RS11\DieselLoks\RS11NERW
In the editor they are referenced as NE - Alco RS11 & NE - Alco RS11 NC for the "no crew" version and NE - Alco RS11_W & NE - Alco RS11_W NC for the "weathered" versions.
This package is released as freeware, you can do whatever you wish with it EXCEPT make money with its use. It is FREE!
