Quite strange, I agree. For the past two years there has been a March Madness sale on steam, but that hasn't happened yet.

It's worth looking at the various bundle offers too, some carry bigger discounts that the individual items in them. For example, it would be cheaper for me to buy the complete "US First Class Edition" even though I already have one of the included routes than to buy the two other routes seperately.

And check out the "TS 2017 Premium Edition Upgrade", which currently is a whopping 92% off regular combined prices, if you're looking for the New Jersey Transit add-ons.
