The original file seems to be intact. Just tried it, opened the caboose.bin in RW-tools, changed the name, clicked on "save railworks file". All worked well.
However, something similar to what you described happened to me before, with different assets though. I think it was caused by accidentally deleting or overwriting some of the "code" in the BIN file (all the stuff between the < > brackets). If something gets changed there it is very likely to corrupt the code language, which will cause serz.exe to fail on attempting the conversion. You may even have to quit serz.exe manually then in the task manager (ctrl+alt+del -> task manager -> processes tab). By the way, RW tools also uses serz.exe to convert the files, so the error is likely the same.
