The nature of the built in quick drive consist maker does not allow for "support folders" like the decals in the SS and a few other folders. When you make a regular scenario in the route/scenario editor you can select and activate the extra folders. Its a bit clunky to do it in Quick Drive and it will not save. It will need to be re-done each time.
BUT I have good news (sort of). Let us say you plan to use that locomotive in 2-3 routes. Go into the Route Editor (NOT the scenario editor) and activate \SearchlightSimulations\FeatherRiver. Save the route and now your loco will have the stripes whenever you load it in each route where you do that. Obviously if you plan to use the loco in 25 different routes, it will take you a while to set up. On the other hand, you will be activating decals for a half dozen other locos at the same time.
I have done this with the Portland Terminal route and the stripes on the B&M and MEC F7s show up just fine.

EDIT- Minor monkey wrench in the gears. That loco uses Kuju numbers so you will need to activate kuju\railsimulatorus in the route editor as well.
