That's actually not far from the timing of the express from Laramie to Cheyenne, according to the schedule in Best's book. It called for an average speed of 15 mi/hr, which probably worked out to a theoretical timetable speed of about 18-19 mi/hr allowing for stops. Given prevailing conditions at the time, I'd be willing to bet that the time you made was probably a bit better than typical.
