Eureka! I had no idea that you were trying to install the scenarios to TS2013, nor do I know what difference that might make. However, since you were able to install the route itself (and perhaps other additional scenarios?), let me suggest one more thing.
I packaged those scenarios using RW_Tools, which means that the specific scenario files not only exist but can be accessed separately within the package (whereas in a RWP package, everything is hidden). So, try moving down through the package's sub-folders until you come to one named Scenarios (the path is Hart-felt_Switching_Parts_1_2_3 > Hart-felt_Switching_Parts_1_2_3 > Railworks > content > Routes > c42bd51-etc. > Scenarios). Open that same path in Windows file manager. Copy the three scenario folders (each designated by a long string of numbers and dashes) from the Zip package to the corresponding folder in your TS2013 installation.
There are folks on this forum who know a lot more about this process than you or I and I'm surprised that none of them have chimed in here. This is almost certainly my last idea and I hope that it works for you!
