If anyone could, could someone willingly make this Conrail Dash 8-40C? Also, it doesn't matter if you do it on eyein12's model or DTG's model. (Even though i prefer Eyein's)

Conrail Dash 8 Standard Cab?

I was browsing through the internet and thought this would be a good locomotive to have in TS2015:
If anyone could, could someone willingly make this Conrail Dash 8-40C? Also, it doesn't matter if you do it on eyein12's model or DTG's model. (Even though i prefer Eyein's)

isnt that one of the skins that comes with eyins? or is it a conrail quality one
