Every time I buy any RW stuff from Steam, it always starts downloading right away, I've never clicked on that Install button. I just see the little dots over the lever thing in the Steam icon in the tool tray.

It's a useability problem.
If the user has just purchased something and you present him with a big "Install" button, of course he's gonna click on it.
