How does one add a scenario other than via the Steam account?
Do have a copy of RW Tools!

Other than with the Steam Workshop you mean?
You can:
1- buy some DLC routes from Steam with scenarios included. The Portland Terminal route for example.
2- buy scenarios from a 3rd-party provider like Trains and Drivers. You download a file and install it with the RW package manager.
3- get free scenarios from libraries such as our own here on the RWA website, trainsim.com, UKTrainsim.com, etc. Install as in nr.2.
4- make your own scenarios with the RW scenario editor.
