Beacon Animation

So i have a few repaint projects i would like to do, but to really make them correctly i need to add beacons to the locos. My plan is simple create animated beacons and add them as child objects... but there have been some issuse. My goal is to create a 3 gernralized but not exact models of a flash, rotating, and whatever that 4 light thing BN and the santa fe used. I understand how to use standard keyframes in 3d blender but im not sure where to go from there. Obviously the rotating beacon would be the easiest but even after i have it modeled and animated how do i light it in game? Any help would be appreciated as at this point i've tried everything i know.

One issue that I have seen with some rotating beckons is that you can see the flashing yellow within the cab. There is no occlusion.

It's a game issue with flares. Unavoidable for certain types of beacons (Prime Stratolite)
