I want to assign a custom thumbnail to some UP C44-9W repaints I downloaded, but I can find anywhere in the BIN file (even on the base engine) where it references a photo.

It is done by making a html file and an image attached to it.
Check the folder LocoInformation in any other assets and copy paste and edit the html and photo with same resolution.

If you don't need to change the script just make a png picture and name it 'image' and replace the one that's in the loco information and it should show up. Most of them aren't even real picky about the size but I have always made mine 400 pixels by whatever and they always show up correctly.

I use 256x128 pixils for a default size.

I think he's talking about image in the loco information folder. You are correct about tns.

I think both of you are talking about the same. !!det!!
It is a file of name image.png and size 256x128

The png to be replaced is always located in the LocoInformation folder, normally inside the Engine folder.
If the repaint is for the RSC DAsh9Pack01, the folder is in:
...\RailWorks\Assets\RSC\Dash9Pack01\RailVehicles\Diesel\Dash9\Default\Engine\LocoInformation
