How to access and edit .out files?

I am currently seeing if I can improve the ex-MSTS freeware EL-C that comes along with the Allengany/Blue Ridge 2-6-6-6. I want to check the simulation file, but the only problem is that I can't seem to open it. Notepad just says a bunch of gibberish and RWTools is blank. **!!bang!!** Is there any program that can open those files?

Nope.
.out files are compiled lua scripts.
Unless they were compiled with the debug option, it is currently (last time I looked) not possible to decompile them.
There were several projects a few years ago, such as luadec, but I think they're all abandoned now.

Well turns out I was a complete idiot. *!embar*!
I didn't check the simulation folder just the GE-Engine_Script.out file. **!!bang!!**
