After a Google search posted in Railroad.net forums on June 16th, 2006 regarding a SD70MAC by Jakal "There's a switch on the rear control panel in the SD70MAC's cab that's labeled "Fresh Air Make Up Blower." It's right next to the Engr/Hlpr aux cab heater switches, so I'd assume it's related to the heating/cooling/ventilation system..."
cb7q bob states that "the fresh air make up blower is a fan used to bring in fresh air from the outside of the cab." This is similar to the fresh air setting in the climate control on your car.
Not knowing what locomotive you are referencing this is most likely the same in your application. As to the snow operation switch this may be to select the proper intake air/venting for the cab climate control during snow conditions.
