Rereading what I said..... If he has a new account, might be he has no library to fall back on. If so, then he probably did indeed have to start over from scratch. Boy that's a whole lot $$$$$ down the drain pending on how much DLC he had. But I would still think if he's in good standing with Steam/DTG, there should still be some way for him to transfer his games and DLC form the old account to his new one.

If not, here's the lesson I'll offer up to EVERYONE: BACKUP your stuff!!! Not just for you sim, but your entire computer. Put it on a external drive like I do. That why if you lose accounts, delete something you shouldn't have, or your computer decides it's time to go to computer heaven (or hell if it gave who a lot of grief) you're covered. Worst case might be if your computer went bye-bye, pending on what caused it might also fry your external drives if they are plugged in. So another piece of advice. If you can afford it get more than one external drive and keep one with your stuff that's not connected to your computer. I have a total of 4 external drives. Two with a huge amount of tegabytes, one with 12 GB and one with 4 GB.

I could not gain access to my old account years ago. Steam was unwilling unable uninterested unprofessional unkind and being un-s-hole. :-)

Few weeks ago I opened up a new account, installed TS2020, downloaded some DLC and now having a good time on the tracks !

I still don't believe Steam actually said that to you. Have you tried contacting them directly? You can but it is a long-winded process. I was having download speed issues with them and was lucky to get any more than 1KBs mostly under that when I use to get 10KBs. I went through all there FAQs to sort this but to no avail. Anyway, I finally got in touch with Steam directly with a screenshot of my D/L speeds and they apologised for this and said that there was nothing that they could do. Anyway low and behold a couple of days later my D/L speeds returned to what they normally were.

So Steam lied to you! Not a good example of great service.

Too bad you do not believe my story. But that is ok. :-)

No, they didn't lie to me. They just said that they didn't know what the problem was but it came right a few days later. Perhaps they had a better look at the issue after they emailed me and found the problem which could have been anything in the long chain of servers etc that steam goes through before it gets to my place. I live roughly 12,000 miles away from Steam.
