The MILW pack is an older version from what Michael has told me in the past, and the PRR base pack has superseded it.

I'd recommend checking the scenario for missing equipment with RW Tools. Feel free to send me a copy of the generated list via email.
The Milwaukee boxcars are by the way a seperate download (and also required by this scenario IIRC). They are an older version as Railfan722 mentioned, but won't get overwritten by other/later versions of my 40 ft boxcars.

If that fails to resolve the problem, I'm afraid I won't be able to assist further without the equipment report from RW Tools (the RW Tools manual in its main installation directory should contain all the needed information).
