Two folks have tried to tell you there may be a problem with this scenario. Buzz, with the SW1500 and rolling stock and robbit advising you that your Assets maybe are unpacked wrong. It's maybe possible the Steam Workshop system has corrupted this scenario ( I have downloaded many without issues and doubt such ) or your Assets are not unpacked correctly.
I will add and say I had the exact same problem as in which Buzz & robbit explained to you and fixed my issue with temporary asset folders to prove such.
You have three problems.....DonnerPass Assets, PennCoal Assets and ShermanHill Assets.......not in the right place in your scenario so possibly therefore not in the right place on your computer!!!!
