Is 3D Weather Part of the Core Game?

It's been awhile since we got the 3D weather, and I was trying to remember if it came with a route/s or is part of the core game now?
New build. i7-7700k, MSI Z270 Gaming M5 Mobo, Hyper 212 Evo, Corsair DDR4 3200 Mhz RAM, Klipsch Pro Mediea 2.1 Speakers, Samsung 850 Evo SSD, HAF XM Case, Asus Strix GTX 1070 and Cooler Master Storm XT Keyboard.

Core, in the sense that it is not linked to any particular route or DLC.
There are configuration files in RailWorks\data\SilverLining,
and the weather patterns are in Railworks\Assets\Kuju\RailsimulatorCore I think.
