When I hit CTRL+G to activate the overlay, the lower-right hand menu appears as it should and blue 4/5ths of circles start spinning. The open circles appear for about three seconds and then disappear, with nothing happening afterwards. If I fly around more spinning circles appear wherever I go, but they don't stay for long. I've waited up to twenty minutes and the overlay still doesn't appear. I've cleared the cache and validated the files multiple times but nothing has changed. I have the resolution set at the lowest setting, the zoom is 16, map type is hybrid, and the tile setting is 5x5. Can anyone help?

Sounds like a connection issue. All that's happening is that the map files are being downloaded, and if your connection is slow, or there's something amiss with Google, then things will lag preventing the images from loading.

Have you checked the transparency slider isn't set to fully transparent?

That's another problem. I don't seem to have a transparency slider. Just detail level (is that transparency?), terrain, and the pause/play buttons. And my connection is great, usually it's about four bars.

When Google Earth is turned on, a slide-out menu in the lower right will appear.

The menu appears for me, it's just that nothing else happens.

same for me felllow friend. i too cannot overcome this silly problem.
