Can someone explain track rules to me

Basically how do I make my route's own track rules that wont be whacked out by an update to RW. How do I create or copy and existing one and where do I put it?

Duh!! Did you ever have one of those days when everything you do is way too hard? I have been having a 2 week run of that and everytime I turn around someone points me in the right direction and I cant believe I didnt go there in the first place. I think it may be the heat. It has been so hot and humid the last 2 weeks, I feel like I am back in Nam.
