Limited Aspect Signals

After searching the forums here (and several other sites) and banging my head on the desk:

Does the "Limited Aspect" box on the Default US Modern signals actually work in TS2013?

I'd like to get the yellow / yellow aspect to show (most accurate for route I'm working on) but everything I've tried so far results in the default blinking yellow / red aspect for a diverging restricted speed.

Also, am I correct that the 40/40 or 60/50 etc in the name of the head is the scripted aspect that will be shown on a diverging junction regardless of the set speed limit of the track or in the signal fly-out?
