Issue with Blueprints

I'm trying to make a new route for railworks. I've been through the process of making the route blueprints and setting up the developer source folders and etc. I'm running into an issue when I attempt to go into the game editor and make a new route from the editor. The issue is that my template that I made isn't showing up in the options for a template. What potentially could be the issue here and how should I go about fixing it? Thanks in advance!

Can you confirm the proper Asset folders were created upon export?

With some of the tutorials I looked at, the subfolder "TemplateRoutes" had a different icon (black) than what I have. Is that the issue? I also attached an image of the blueprint below.

I believe RW expects the folder to be one more directory down (within the name of the route, and the name of the route within the developer's name folder), but it should be OK the way you have it. FWIW, one of mine looks like this:
Source\3DTrains\CSX_Transcon\TemplateRoutes

I modified the folders and the issue was corrected. Thanks for the help. Also, can someone tell me how to use RWDecal? I've looked at the tutorials, but I can't understand what's being said to do. If anyone has simplier instructions, please let me know. I really would like to make this route and can't b/c I don't have GE imagery in the editor yet. Thanks.
