Who stil has a working copy of RW Decal?

It may seem like an odd question. Here is why I am asking. In the past year the Ohio DOT has released imagery going back to as far as 1946. There are really great pics I would love to use as overlays,by replacing the current images with the old. This would be a fair amount of work,but it is just mainly one city in which most of the rail lines are gone. I,of course used RW Decal in the early days,until the GE overlay became available. My understanding is that you have to use pre Windows 10 and and early version of Earth. I thought about trying to write the new images on to an old RW tiles,but without proper referencing,it could take 20 attempts to place and scale them.
