Router building issues

hi i am having a crack at building my own route - the kootenay & Elk valley railroad am building my port at the moment however I've became a bit stuck how to do bridge get it sitting level?? and water underneath to sit level of close as ?? 2nd is how to get the coal unloader to work I've put on it and to git sitting parallel but still wont work any ideas on why would be appreciated am using scale rail for the track laying if that helps any ?? am also go check you tube as well as any tips from you guys would help thanks
