Editor tool from Portland Terminal

While poking around and getting familiar with assets before starting a project I came across a tool in the PT assets which would be used to make turnouts accurately. It was under misc I think, a yellow object with turnout numbers and crossbars.

Does anyone know how to use it? Is it worth the effort or do you just wing it?
