Alright. I have no clue what these are, but I want to know where to get them and how to configure them.

I suggest you use RWTools to look at the assets used in the route and see if you can find something that looks like this thang.

I believe they are part of the track network, probably switch stands.
Check a switchstand blueprint, for example this one:
railworks\Assets\G-TraX\PortlandTerminal\RailNetwork\Junctions\GN-switchstand.bin

It has a reference to the geometry file for the switchstand:
<GeometryID d:type="cDeltaString">G-TraX\PortlandTerminal\RailNetwork\Junctions\[00]GN-switchstand</GeometryID>

I don't remember exactly which switch stand this was, but it's of the format GX_SwitchStandNN, where NN is 02, 03, or 04. (Try 04 first.) It's supposed to represent an in-street switch that's operated by lifting the top plate to access the mechanism. It works like any other switch stand except it's not animated. Hover the mouse over it or use 9 view to cycle the points.

At the risk of letting a cat out of a bag, I'll note that there's a magnificently animated model of this type in a west coast route coming soon, but not soon enough, to TS.
