Picture on a route?

Hi, I was wondering are you able to import a picture from your documents or google into the game to trace the rail lines? I play like grand theft auto games and would like to make a route similar to San Andreas if any of you are familiar with that game. Obvious there wouldn't be violence in the route. To me, they actually set up the railroad in that game pretty good how it goes into the city and country sides of the three cities.

There is a Google Map overlay built into the editor, thats about all you can get in.
