Initial position of new route

This is TS2014.
I am trying to create a new route at a specific latitude and longitude.
Following the instructions I first choose "default" - the Lat / Long shows 0.0000 0.0000 - I then enter the position I want to use for my route.
36.84332 -121.15754 and hit Continue.
After a bit the editor opens with the initial marker. But the position is miles away from where I want it (36.94756 -126.33238)
I can jump to the correct position - but the marker is wrong.
Anybody?

Mike Simpsons RW_Tools has a facility help you start a new route.

Amazing! it worked although I really have no idea how or why. In case anybody else wants to know:

Start RW_tools (Run as Administrator if using Windows 8)
Route Building tools>Blueprints>Direct Route Setup
Enter the details (I used Route Location USA so it fills the top two boxes for you)
Enter the Lat / Long (the right way around and use Degrees Decimal, negative for west or south)
And a name, click Build Setup.
You should get an encouraging message - if you don't make sure you are running as an admin (Win8)
Start TS2014 and go to Build, select New Route.
On the right side under "Select Ground Texture" you will see the name you chose earlier, select it and you should see the correct coordinates.
Click the "Create" button and enter a name for your route.
After a bit an empty landscape appears, check the coordinates!

There's a bit more I don't understand but in order to get the Google Maps background you need to place one object, then save and exit.
The next time you open the route in the Editor hit CTRL + G to see the Google Maps background.
