Concerning the sounds of the Chufs I feel for not being able to deliver something nice, but we did not have good audio files and also confess not to have much experience with audio blueprints.
About the sounds of the outside did not work in the cabin I could not detect it yet.

Did you try going to the site's homepage? I had the same issue (error page) using the forum-post link. Solved by going to the site's main-page to access the file:
https://digitalrailroadingco.powweb.com
Click on "Assets" from the menu (at top of page), file download link is at the bottom of the resulting page. Can't recall if I clicked directly or right-clicked and saved-as; but I was able to download the file (using FireFox). Please let us know if this method works for you.
