For my Apex route, I need some large dumpsters as the backs of shops in downtown Apex are right by the railroad and as I go into Raleigh you see tons of them. We also could use sidewalks, and fences, fences like the kind at pedestrian railroad crossings.
Clutter is really specific to the era and building. A fire station has hose reels and equipment outside, many shops display some of their wares outside, especially if your modeling a produce shop or bakery. Hospitals you might see wheelchairs and benches outside the door, where as any large building in a medium-large town/city will have a bus stop with either just a sign or a full enclosed bus stop bench. Lots of ideas for clutter. Railroads have piles of railroad scrap laying about as well as spike buckets, ties, culverts, signal boxes, signals taken off the pole awaiting scrap or new signals waiting to be turned into place all count as clutter. Even clutter at a station, such as suitcases, luggage carts (new or old), tugs, generic platform signage such as "Amtrak-location 1" or "Platform B". We could use a wider variety of US signage, such as bus stop signs, fire lane-do not block, do not stop on tracks, crossing closed, etc.
