Bidirectional Signals and the Align tool (TS2019)

I'm using the RCAP SafeTran signals. They have a Post signal that provides an attachment for a second signal head on the "back side", forming a bidirectional signal. Supposedly, according to the TS Dev Docs on the Alignment Tool, the align tool in RW World Editor is provided for mounting signal heads to gantries etc... I figured it might work for this. So I get the second head "close" to the main signal post, near the attachment point. Then I follow the directions: click on the light, I see a line now, bring it over to the attach point and click there. THe only thing that happens is that the signal head flips around and points in the same direction as the one already on the mast. It doesn't move at all. I have tried CTRL+clicking, Shift+clicking, CtrlShift+clicking, clicking the head first, clicking the main signal mast first, lots of combinations. Nothing ever happens except the light flips around to "align" with the other signal. That would be OK if it also actually moved the signal head into place! What am I missing or doing wrong?

The Align tool is a bit finicky, and essentially just makes it so the y-axis rotation value (if you double-click, it's in that little flyout) is the same. If you want the signal to face the other way, bring up the rotation gizmo and hold CTRL while rotating the object. This will rotate the object in fixed amounts, with the default being 18 degrees per 'snap point', if you will. Just look on the bottom panel in the editor and there should be a place to put a number with "18" in the current field; this is as low as the number goes.

From the TS Dev Docs on the Alignment Tool:
Note: One of the major reason[s] for this tool is to allow gantries placed with only hanger arms and no gantry object to be retrofitted with a custom gantry object using the Ctrl-shift to align and snap to the midpoint of children.

Is this just total BS or what? I just know I am doing something wrong on this.

My apologies for not thanking you for the info you did give me @Railfan722. IT does make it much easier to get the head facing in precisely the opposite direction. Placing the head on the post is still slow going.
