Is it possible to customize a track rule for such a combination?

I'm assuming you have checked NS Coal District? It has lots of tight, slow speed superelevated curves. Jefferson to Clarksville I think is 20mph and Millsboro I think is 15mph.

I don't remember for sure, but I thought the degrees of super elevation were in the upper right flyout when you highlight the track segment.

Yes. In your track rule BIN file you can change the radius of the curve available to use as well as the max degrees of cant (how far the track tilts in to the corner)

You drag the bin file over the serz.exe program in your Railworks folder to convert it to a xml file, edit it with Notepad++, save, then drag the xml back over serz.exe to convert it back to a bin file.

Lower speed corners would generally have less cant than higher speed corners. For the Siskiyou line, I used the default Scalerail track rule, but copied the radius properties of the 'yard' setting to the 'main' setting to allow for the 14 degree corners on the line.
