TSW User Editors

Not sure if I missed it, but one thing that makes me hesitant on buying TSW is the lack of route and scenario editors. Along with that, I wonder if repainting would be too difficult, or possible in UE4. I feel like Train Sim 2017 without these things would've really crippled the longevity of the game, and TSW will just be another game taking up space on my computer once I've finished all of the included scenarios.

Rail Simulator was exactly the same at initial release, the tools come later.

I think the majority of players only need scenario creation tools and possible a World Editor.
By World Editor I mean a route creation tool that uses the supplied asset collections, perhaps amended by commercial packages or a future DLS (like in Trainz) where ready to use freeware assets are to be found.

This scenario editor should be able to be used by PC and XBox users, but the World Editor is perhaps better suited to PC? No doubt there will be a DTG portal in the works to share your creations.

Content creation tools I would like to see as a commercial add-on. Only those inclined need to buy it and these tools will work only on PC.

These will come later. Hopefully this year.

Don't encourage a pay wall for development. That'll be the death of freeware. And freeware is already hard to come by for our past iteration.

And that is the fault of the sheeple. Back when I was waving the payware flag and getting banned from here for it, folks were patting me on the back and saying "you go boy", and turning right around and shelling out money for each and every payware offering available, without question, without protest. If in those early days folks had said "ehh, I think i'll wait for cheaper, make due with what I have, or learn to make it myself", we would not be where we are now. Finally I gave up and said "If you can't join em', beat em'!"
