Is there a work around so I can purchase TS2016?

I have the free update to TS2016 but when I go to purchase TS2016 for the extra goodies it says already in file library. Not sure how to get around this. I know it was discussed earlier at release but now I can purchase.

This is what I did:
Go to the Store page of the Steam Client. Enter 2016 into the search bar and press <Enter>. Select TS2016 from the search results. When the page for TS2016 appears scroll down until you see the green "Add to cart" button. This is below the banner that says it's already in your library. This will add the PURCHASED edition to your shopping cart. Then go through the normal checkout, paying with whatever method you choose. I use PayPal. You will get a prompt that indicates what you will and will not receive with the upgrade. You WILL receive the three new locos, and any of the included routes you do not yet have. If you already have the Sherman Hill route you will receive the latest update to the route, the same as a normal maintenance update.
