Some of the scenarios are stuck at red in beginning of the simulation

I have noticed myself with some of the workshop scenarios for Train Simulator 2016 are stuck at red at the beginning of the simulation. It happened to me with 3 different scenarios and different U.S. routes as well. Earlier tonight I had workshop scenario with International Intermodal Part 1 & 2 for the route of Sherman Hill. What was happening is that start in simulation with the player train is waiting at red signal to let the opposite train go by and when the opposite train is no longer in vision. And the signal should have change to green from red for the player train to depart but it doesn't. I was waiting and waiting at the red signal then decided to hit the key " Tab " to see if the signal can change. Yes it is but I wish that the activity creator say something in popup menu about this with when the opposite train went through then the player train can depart but it doesn't. I have see a few of similar scenarios for different routes and wish that the activity creator should say something about their scenarios.
