NEC station stop times

I noticed on the standard scenarios for the NEC that the station stop time are fixed. In other scenarios that I have run the times are dynamic. How do you keep the times fixed?

Do you mean Time Tabled? This is set during the scenario creation you would need to go in to the scenario editor and remove/add (tick) the 'time table' flag for each stop if you wanted to change that.
