NEC Signal Interpretation

Let's see if I've got this right. From what I have seen on the route and the signal manual, with the obvious exception of the Stop aspect, the signals on he NEC seem to indicate what needs to happen in the next block rather than what had to have happened in the previous block. For example, I can come upon a flashing yellow signal at 100 mph and that's perfectly acceptable as long as I get down to 45 mph before I exit the block. This seems like the only way it can work but I'd like some expert feed-back.

Along the same line, it appears that the cab signal indicates the current block signal aspect until just before I get to the next signal. I thought the cab signal was supposed to show the up-coming aspect but that doesn't appear to be the case.
