Steven Pass Cascade Tunnel Curtain Asset

I made a model of the D&RGW Moffat Tunnel East Portal for my D&RGW Moffat Route. For the curtain, I placed the Stevens Pass Cascade Tunnel Curtain. Apparently I didn't set it up right because the curtain does not raise or lower. There is a passing siding at East Portal and I have both tracks set up for the curtain. I placed the marker to raise the curtain from the inside 1.5 miles in which was what the prototype was. Any documentation on how to correctly set up the curtain?

May have it figured out. Tested it on the Academy route. Just not set up right.
