How do I send suggestions for RW3?

This topic of more detailed train wrecks goes back a long way. All the way back to the release of MSTS back in '01.
There's at least one good reason you don't see that kind of stuff in either MSTS or RW. The railroad companies would not be so willing to license the use of their logos with that kind of detail about crashes.
That's also why you don't see trains hitting cars and trucks and smashing them, or killing cows that are on the tracks. The railroads don't want that type of morbid graphics in anything they license.

However, if they haven't already decided to implement anything you suggest into RW3, I would hazard a guess that it's probably too late for any new ideas as they're pretty close to release and are most likely busy trying to finish up what they've already planned on doing, working out last minute bugs and such.
