Modifying 3D Weather

Hi;
Been playing around with modifying different 3D weather types. However, I don't know if this is a bug or I don't understand the logic behind the control parameters.
I am trying to do some different cloudy skies, but can't seem to get it to populate across the sky. It results in a gap towards the horizon that has nothing but blue sky (see example). I would assume that infinite setting would mean to populate the cloud layer across the whole sky (only seems to be localized) I also would assume that the cloud layer would curve from horizon to horizon (like on the real earth), but it seems to be a flat plane. I have been basically playing with the 3D weather in the Academy folder. I even created a new one using the blueprint editor, but cannot get any to fully populate across the sky.
Any help would be appreciated.
