i was playing the first senario and saw a blank conrail gp40-2 and was wondering how do i spawn the unit from world edit

You don't. It is a simple AI drone that we used to set up traffic on the HSC. We felt that having Pennsy GP9's opposite CSX GP40's would make the scenarios seem even more weird than they already are. The reason the drone is Conrail Blue instead of Black is that before some certain corporate entity messed with our timeline, all of the scenarios originally ran Chessie, Seaboard, and L&N units.
