If you can't get the previous to work, here's an alternative way. "The manual installtion" but it's actually very easy and intuitive.
1. Clear out the folders/files, if any, that you have already installed (to avoid complications)
2. Copy the RWP file to your desktop. Keep the original somehwere else, safe
3. Double click on the RWP file. It will open in a new window showing the main folder structure - Assets, Content, Manuals (if this doesn't happen then your problem is with the RWP file, or your unzipping software)
4.Highlight these folders and Cut & Paste the folders (one at a time or all together) directly into your main Railworks folder
(depends on your setup, but default would be C:\Program Files (x86)\Steam\SteamApps\common\Railworks). Don't try to work out which sub-folders things should go into, just copy Assets/Content/Manuals directly into the . . \Railworks folder
5. When prompted, confirm "yes" to merge folders and to overwrite files (though there shouldn't be overwriting of files unless you've left remains of the previous attempt around)
6. When complete, your whole RW&A Lakeside route should be in place. You can delete the RWP file from your Desktop (assuming you have the original stored somewhere safe)
