Content for DTG.

Does DTG purchase the content or purchase the rights to content? Who is responsible for corrections such as bug fixes, broken scenarios ect? Is there a time window to do this? Just curious on how this works. I am trying to understand why some simple bug fixes have never been implemented.

I didn't want to submit a ticket. I wanted to know how the process works.
