I like to create consists in the quick drive menu, but the editor really starts to slow down when the train reaches a certain length. I know that RW Tools can be used to edit consists, but I don't know whether it can create a consist from scratch.

Yes, very possible. Some weird old guy made a 3 part tutorial a few millennia ago. You can find them here: http://mainescenery.proboards.com/board/33/tutorials

You should be able to read them without creating an account. In 2013 I was into UK steam so that explains the samples in the tutorial, but it should still be applicable to any locos and rolling stock.
