It's a result of the new compressed ".ap" file format. If you get the latest RW_Tools it will have 7zip included so you can unzip the ".ap" format into the normal file structure. There are more instructions here if you search for ".ap"
Hope this helps!

I got the upgraded version of RW_Tools. I'm having a problem getting the Stevens Pass Route unzipped. Can someone let me know how it's done in RW_tools.

I went to Find .AP Files in RW tools amd tried unpacking the files. but the route still does not show up with the other routes in RW_toolsp

In RW-Tools Go to Files - open .ap filemanager then navigate to Steam\SteamApps\common\RailWorks\Content\Routes\93aab37f-606f-484b-8525-25dc457360f1 and open maincontent.ap. In the window that opens choose from the top menu extract files and then choose extract to the same folder as the ap file. In the status bar at the bottom, when it says extract complete you should be all set.

I have one more problem. I use RW_Tools to swap vehicles in scenarios. The Stevens Pass Diesels or freight vehicles do not appear in the 'Available Rolling Stock" screen. I'm in Assets/GNTX folder but no railvehicles will come up.

Your Steven's Pass folder should look like this. All your stuff is in RailVehicles. If It's not there you didn't get the whole .ap unzipped.

Just to make it clear for th OP:
There are two .ap files to unpack.
- one for the route and scenarios as explained by robbit above, and
- one in Assets/GNTX for the assets, as explained by buzz456 above.

Just to be clear, the easiest way to unpack a whole .ap file is to run the RW_Tools option 'Find all .ap files' and once you have this list to select the Route and Assets .ap files for the route (and in some cases there may be a separate .ap file holding Scenarios).

Then click the button 'Unpack the selected files with 7zip' - this will unpack all of the .ap files selected and place their contents in the correct position in the Directory Tree. It also makes all of the files read/write so that they can be edited in RW_Tools and enable loco swapping etc.

If you only wish to edit scenarios, then just select the Assets pack for the route and extract it, and the Route pack (usually called MainContent.ap) but in this case click the 'Extract Scenarios from selected .ap files' and this will allow loco swapping without having to extract everything.

I think we all need to start bombarding RSC/DoveTail with messages demanding that they get rid of this AP business. It is causing nothing but problems and has made life particularly difficult for scenario writers and those who like to package scenarios using RW_Tools.

I'm not sure bombarding RSC will get you anywhere. When I asked Railworks support about how it was supposed to work, they claimed to know nothing about it and referred me to Steam Support, who referred me to Railworks support, who referred me to .......................................

I don't think it's possible that RSC doesn't know about this.
In order to be able to open .ap files on the fly during the game session, the railworks program had to be modified.
