AI Train in Scenario Just Stops

I'm working on a scenario for the RWA, in which an AI train follows behind the player train from Riverside, and passes it at Ridout. The player train gets into the siding with plenty of time to spare. All switches are lined for the main, and the signal at west Ridout displays a green for the main. When the AI train gets to that signal, it stops. I checked the paths in the timetable view, and there are no blocks. Both trains have their routes, and there are no error messages. Has anyone else run into this, either with this route or another route? I'm stumped.

If you could package and post the scenario so I can download it and check it for you, I might be able to find the problem.
