Watertown coal delivery problem

I was wodering if anyone has a solution to my problem. When delivering 2 full coal cars to Watertown you first have to move an empty. No matter what I do as soon as I remove the empty I get an X for that step and it tells me to get the caboose. I think it thinks I tried to deliver the full coal cars. Has anyone had this problem. I have not had this problem with any other scenarios.
