Is it possible for someone to create an MPI MP40-3C using the Caltrain MP36PH loco in the older paint scheme?

Probably not due to the mapping.

Check out Luk Rail America. His site has a GO Transit MP40. He had to create custom decals to make it work.

By seeing some of his other reapints, I am definitely going to keep up with his site

Unfortunately it looks like Luk Rail America is no longer doing content for Train Sim, his site hasn't been updated in ages.

Another one that got hassled by the nameless jerk and decided it wasn’t worth it so he bailed.

Luk has ceased the activity?

Beyond all the wonderful work already done, it was building the N&W 611.

Maybe since said person is no longer active in the community Luk would be interested in returning. Might have to message him and see if he would be willing to finish any of those pending projects.
