So, I've tried doing this for about 2 hours and have come to the conclusion, it's impossible. The body texture is mapped to both so the Salute our vetrans will come up backwards on one side and the way the decals is done makes the Amtrak logo impossible to remove without removing all other decals. This is as far as I got.

You might be able to use an alpha channel block out the Amtrack logo and be able to see the veterans decal underneath or you can edit the Amtrack logo and replace it with the veterans decal.

I tried both, the decal sheet is one big one so alphaing out the Amtrak logo would remove all decals, which there are a few, and if I was to replace the Amtrak logo with the veteran one it'd be smaller and out of place.

The ACS-64's in MDurdan's Metro Pack have blank and US flag variants that have no big Amtrak logo in the center: http://download1584.mediafire.com/wcmsa ... o+Pack.rwp
