EDIT: Found the problem. Surfliner is only listed under career, no standard or QD. How dumb to only include career. I do not play online or career scenarios.

I got someone to try this today, set up a fresh steam account and go ahead and buy the bundle - all worked 100% and a TS2014 + surfliner + bnsf pack were installed and operational once download was completed.

Please include a screenshot of your "library" screen.
If you have a "Train Simulator 2014" entry, then also right click on it and click view downloadable content - and send a screenshot (or two) of that.
Lastly, go to your Steam\Logs folder, zip up "content_log.txt" and "download_log.txt" and "connection_log.txt" and send them as attachments.
Include your steam username also (but NOT your password of course!).
Hopefully from there we'll be able to advise on your best next steps.

Thank you. That worked, but also disabled the overspeed indicator.
Also not that RW tools can not see the route because of the AP files.
Disabling that annoying speeding indicator would be a welcome benefit ... I don't mind its coming on so much, but then it lingers and flashes long after I've returned to the posted limit.
