You can delete the entire Railworks folder, then go back to the "Common" folder and click on "New Folder".
Then name the new folder "Railworks" without quotes and then hit "enter" on the keyboard.
You should see a file path something like Steam/Steamapps/Common/Railworks.
You should then be able to do a Cache Verify to reinstall TS 2014.
